Health Shared Services (HSS), the new organization supporting Alberta’s provincial health agencies, is now seeking a forward-thinking, strategic, and analytical leader for the role of Senior Advisor, Workforce Planning and Recruitment Management System (RMS) Specialist. The Senior Advisor, Workforce Planning and Recruitment Management System (RMS) Specialist is the organization’s only specialist dedicated to RMS recruitment data and analytics, providing essential, time‑sensitive support for organizational strategies, labour relations matters, government reporting, and talent acquisition operations. The RMS system enables accurate, timely recruitment insights (postings, applicants, hard‑to‑recruit analysis, job acceptance trends, referral source performance, and more) that directly support the provincial health organizations’ priorities and operational decision making. This person helps connect the data points to reveal the whole story and translate raw data into actionable insights. Health Shared Services (HSS) is accountable to provide corporate and support services for all provincial health agencies (PHA) and provincial health corporations (PHC) in the Alberta health system. HSS operates alongside the PHAs and PHCs, ensuring the efficient and strategic integration of core shared services functions across the system. Description:
As the Senior Advisor, Workforce Planning and RMS Specialist (Senior Advisor) you will serve as a subject matter expert in the RMS, overseeing data creation, data management, data cleaning, definitions, updates, quality, interpretation, and responding to ad hoc analytic requests from healthcare organizations, Government of Alberta stakeholders, Talent Acquisition teams, and other clients. In this role, you will lead the availability of recruitment data that supports workforce planning and talent acquisition. Your ability to translate the data into strategic recommendations will inform and facilitate the development of workforce strategies, using research, evidence, and best practice standards to maximize workforce productivity in support of high-quality healthcare delivery. The Senior Advisor develops frameworks, tools, dashboards, and processes that enable Human Resources Business Partners to lead their clients through effective operational and strategic workforce planning. As the Senior Advisor, you will provide strategic and operational workforce planning services, using analytic, forecasting, and planning methodologies to support clients towards having the right people, with the right skills, in the right place, at the right time.

The successful applicant will have a bachelor’s degree in business, economics, or a related discipline or an acceptable combination of relevant education and experience. Master’s degree preferred. A minimum of five years’ experience in workforce analytics, workforce planning, or human resources within a large, complex, and diverse organization. Has in-depth experience with Recruitment Management Systems and Enterprise Resource Planning (ERP) systems such as PeopleSoft and brings advanced data literacy (data interpretation, data quality management, quantitative and qualitative analysis, data visualization, etc.). High-level experience with Oracle/Taleo, Snowflake, Tableau, Power BI, SQL, AI-enabled tools, and other methods of aggregating, summarizing, reporting, and analyzing data. Proficient with Microsoft Office, including advanced Excel skills (pivot tables, lookup formulas, charts, etc.).
Additional Required Qualifications:
In addition, the new Senior Advisor must have strong analytical and problem-solving skills, combined with project management experience. Has the ability to manage competing timelines and multiple concurrent projects. Ability to conduct research to support evidence-based recruitment analytics and workforce planning. This person will possess excellent communication skills, including the ability to present complex information to senior leaders in clear, accessible business and user-friendly language and the demonstrated ability to lead change and influence decisions through data-driven insights. Proven ability in building strong working relationships with internal and external partners and stakeholders.
Preferred Qualifications:
Additional certifications in strategic workforce planning, recruitment analytics, data analytics, or workforce analysis an asset. Experience working in the healthcare sector preferred.
