Project Lead - Technical
Your Opportunity:
The position supports the implementation of Emergency & Disaster Management (E/DM) divisional initiatives in a manner that optimizes the safety, efficiency and effectiveness of the healthcare system. The position is responsible for coordinating and implementing project activities related to risk, response management and service continuity. Projects may involve strategic planning and implementation, process improvement, change management, monitoring and evaluation of outcomes and strategic communications to support successful project and program implementation. The position works collaboratively with stakeholders at all levels and inspires others to achieve goals and deliverables through facilitation, effective communication and addressing potential barriers to success. They will communicate with all levels of staff and management to facilitate consensus, consult, negotiate and share information. In addition, they will engage with staff, consultants and other external agencies as required. The expected outcomes are that: Projects are either successfully operationalized within each zone/department on a provincial level or transferred to other program areas for appropriate implementation at a local level. Due diligence is demonstrated for each project and that, consequently, risks to AHS, to staff and to clients/patients are minimized. E/DM is recognized by internal and external stakeholders for its expertise and leadership in Emergency/Disaster and Business Continuity Management. Work reflects a partnership with internal and external stakeholders. Where applicable, legislated responsibilities and accreditation standards are met.
Description:
Project/Change Management: Assumes overall leadership of a project and associated deliverables from project inception to closure or transfer to operations. Coordinates the actions of project teams through delegating/reviewing work completed by other team members to create or improve workflows. Leads/facilitates meetings to assist in documenting action items, user requirements and issues. Provides mentorship to new project team staff. Schedules, prioritizes, and monitors project/work plans and assignments to ensure delivery within the initiative parameters. Reviews information, runs queries on a variety of items, analyzes, and summarizes data. Educates departments on new processes, shares ideas, and gathers feedback for process improvement. Assumes responsibility for the functions of related working groups. Reporting: Tracks, monitors and reports progress on the project(s) using various methods, in a format suitable to the applicable audience. Issue/Risk Management: Identifies gaps or deficiencies in operational effectiveness, capacity utilization, technology, processes or procedures. Evaluates information gathered from multiple sources, reconciles discrepancies, and distinguishes user requests from the underlying true needs. Provides recommendations related to issue/risk management with project stakeholders. Process Improvement: Works with project stakeholders to define success and success metrics. General: Coordinates and works actively with all E/DM Division staff, target audiences, AHS interested parties, and internal and external committees and working groups to ensure goals and objectives are understood and supported and that all planning activities follow a consistent approach. Provides support to the AHS Emergency Coordination Centre or Zone Emergency Operations Centres either virtually or physically as required.

Master’s degree in Emergency Management, a clinical discipline (e.g. Nursing, Allied Health), public / health administration or social sciences, or equivalent experience. Five years’ recent experience in a complex health care environment that includes managing large-scale projects and facilitating and managing consultation processes with a wide range of stakeholder groups. Certification or equivalent education/experience in project management, change management and/or business analysis. Completion of ICS 200.
Additional Required Qualifications:
Comprehensive knowledge of project management principles and methodologies. Training in Business Continuity Management and Risk Management. Demonstrated ability to identify, analyze and resolve complex problems. Ability to balance and organize work of self, identifying and managing multiple and complex priorities, resolve problems in a timely manner, meet deadlines and work under pressure with minimal supervision. Ability to provide leadership and advice to others. Ability to work independently as well as in collaboration with others and as part of a team. Ability to utilize initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion. Demonstrated, effective verbal and written communication skills to function within a complex interdisciplinary environment involving multi-disciplinary and inter-professional communities. Effective collaboration, facilitation, persuasion and negotiation skills to achieve consensus, resolve conflict and achieve desired outcomes.
Preferred Qualifications:
Certified in project management (CAPM, APM, PPM or other). Certified in change management (Prosci Certified Change Practitioner or other). Entry Certificate in Business Analysis. Completion of ICS 300. Experience in process analytics, improvement, and mapping. Experience and certification in change management. Experience in incident management. Knowledge of the health care system / clinical space.
