Your Opportunity:

Reporting to the Director, Finance, the Program Manager provides leadership in the development, coordination and delivery of the organization’s budgeting and forecasting processes. This role is responsible for delivering accurate, timely and strategic financial analysis that informs effective resource allocation decisions aligned with HSS goals and priorities. As a member of the Financial Planning leadership team, the Program Manager leads the annual budget process, oversees current-year and long-range forecasting, and manages the development of multi-year financial outlooks. The role requires a comprehensive understanding of the health care system and government funding frameworks, along with the ability to interpret complex financial information and translate strategic priorities into actionable plans.

Description:

The Program Manager works collaboratively across the organization and builds strong partnerships with internal and external stakeholders to enable effective financial planning and decision-making. The position exercises significant judgment in assessing financial risks and opportunities, recommending solutions, and driving sound financial stewardship. As a core leader of the Budget team, the Program Manager ensures the HSS budget is accurate, comprehensive, and that planning decisions are value-driven and financially sustainable. The position is responsible in leading a high performing team that is accountable for the following: Develop and manage the annual budget for the organization; Translate strategic plans and organizational priorities into detailed, actionable budgets; Produce multi-year financial outlooks to support long-term planning and decision-making; Validate, reconcile, and cost key planning decisions, including collective bargaining and compensation assumptions; Monitor financial performance and analyze variances to ensure forecasts remain accurate and reliable; and Prepare and present comprehensive financial analysis and reporting for senior leadership and governance stakeholders.

Required Qualifications:

A minimum of a post-secondary degree in Accounting, Finance, Business, Mathematics, Economics, or a related discipline. A minimum of 5 years in an accounting, financial planning, or financial advisory role.


Additional Required Qualifications:

Ability to solve unique and complex problems that have health system impact. Demonstrated leadership abilities and change management skills. A strong commitment to operating within a team environment and the ability to motivate and inspire others to achieve common goals. Demonstrated ability to communicate and work effectively with others. Demonstrated ability to work comfortably in an ambiguous environment, including having strong time management and organizational skills. Strong written and verbal communication, analytical, interpersonal, and presentation skills, with experience presenting effectively to all levels of the organization. Strong working knowledge of MS Office Suite applications.


Preferred Qualifications:

Professional accounting or finance designation (i.e. CPA), or master's degree or equivalent. Experience working with Hyperion and Oracle or similar systems. Experience in an organization of similar size and complexity. Health Care experience considered an asset.
