Your Opportunity:

Reporting to Director IT - Provincial Workforce Systems, Health Shared Services (HSS) is seeking an experienced and collaborative IT Manager, Clinical Workforce Systems, to lead a team of technology professionals in developing, delivering, and supporting workforce scheduling solutions for HSS, AHS, its partners, and the Refocus Alberta agencies. This role involves engaging in projects, coordinating with key stakeholders, and leading a team of developers and systems analysts—many of whom are unionized employees. The successful candidate will work closely with business partners to ensure workforce management solutions effectively align with organizational objectives. This includes overseeing the development, implementation, and continuous optimization of the MySchedule Workforce Management (WFM) system and related initiatives. In collaboration with business clients, internal Technology Services management/leads, and cloud service providers, this role develops a comprehensive understanding of business processes, system usage, and performance expectations. This knowledge is applied to proactively anticipate client needs and deliver innovative, effective solutions.

Description:

Leadership & Team Management. Lead and manage the Clinical Workforce Systems [CWS] team, providing strategic direction, coaching, and support. Ensure the successful delivery of operational support, system enhancements, and technology projects. Foster a collaborative, high-performance team culture. Stakeholder Engagement. Collaborate with internal and external stakeholders to gather and understand business requirements, translating those requirements into effective technical solutions. Provide regular updates to stakeholders through scheduled performance and status meetings (weekly, monthly, quarterly). Liaise and collaborating with other teams in a highly matrixed organization. Operational Planning & Strategy. Develop and maintain a strategic roadmap for Workforce Management technologies, including the Infor Workforce Management System (WFM) and other systems. Align technology initiatives with AHS’s long-term organizational goals. Manage and contribute to the negotiations of system contracts. Application Development & System Optimization. Manage the full application development lifecycle, including requirements gathering, design, development, testing, deployment, and ongoing support. Lead the configuration, customization, and integration of system workflows. Utilize methodologies such as agile, waterfall, and hybrid approaches as appropriate. The incumbent is expected to be Fully Capable of leading self with minimum direction from the Director.

Required Qualifications:

Bachelor’s degree in computer science or computer Systems Technology Diploma with comparable experience. 5+ years of professional and managerial experience leading and coaching a team of Senior system analysts, Business Analysts, System Administrators and developers. 4+ years of experience in software configuration and development. Proven experience in IT leadership, preferably within healthcare or public sector environments. Impeccable attention to detail, and superior communication skills, both written and verbal, including the ability to communicate with senior client stakeholders. Ability to work collaboratively and appropriately engaging stakeholders. Ability to lead and motivate the team towards timely delivery. Excellent communication, planning, and organizational skills. Demonstrated ability to develop presentations and process documentation (advanced Microsoft Visio, PowerPoint, and Word skills). Experience working in a client-facing role with both technical and functional stakeholders with strong relationship management skills and a passion for client satisfaction and delivery excellence.


Additional Required Qualifications:

Highly accountable, transparent and able to work effectively under minimal supervision. Must exhibit characteristics of servant leadership, encouraging the growth and development of the team. Demonstrated ability to thrive in a fast-paced, dynamic, and complex matrixed environment while effectively managing multiple assignments and projects concurrently. Demonstrated ability to work collaboratively with external partners ensuring standards and best practices are adhered to. Functional knowledge and implementation of ITIL v3.


Preferred Qualifications:

Experience working with unionized environments is considered an asset. Proven ability to lead as a technical expert while mentoring & developing others as a teacher. Demonstrated capability to drive continuous improvement of WFM processes, including Time & Labor rules enhancements, migration best practices, & audit-ready controls. Strong understanding of workforce scheduling & human resources systems, such as WFM/Infor and ASC/Vocantas platforms.
