Your Opportunity:

Reporting to the Senior Program Officer in Contracting, Procurement, and Supply Management (CPSM), this position is a senior management position leading over 50 employees, managing over 600 contracts and a total procurement contract value north of $700M, supporting numerous operational areas within the Alberta healthcare ecosystem, based on a Shared Services service delivery model. This position is responsible for developing and executing HSS sourcing and contracting plans in collaboration with Program business areas, supporting organizational and strategic plans, and appropriate Health Legislation and Standards. This position plans and executes effective health care strategies, proactively identifies and solves, or directs the resolution of complex/highly sensitive sourcing/contracting service issues that impact patient care and operations. This position will also provide operational direction and oversight with respect to decision support for the agreements under this portfolio.

Description:

As the Executive Director, Sourcing & Contracting in Corporate Procurement & Supply Management (CPSM), you are accountable for providing leadership and operational oversight to the planning, development, negotiation, implementation, and management of contracts enhancing service delivery to a broad range of program areas. This position has senior level accountability for the strategy, planning, execution, and evaluation of the sourcing and contracting requirements including: Capital Equipment Planning and Allocation, Consumables & Supplies, Laboratory, Diagnostic Imaging, Clinical Liaison Services, Product Quality & Safety, Furniture, Linen & Environmental Services, and Retail Services. Rotation of portfolios and responsibilities may occur from time to time. In addition, the areas of equipment contracting as well as centralized planning of all organizational capital equipment strategies fall under the portfolio of responsibilities. This also includes supporting the operational implementation or transition of capital equipment throughout various sites via a project management approach. This position is also responsible for recommending to senior leadership/executive strategic areas of improvement in contracting and category management. The incumbent must view issues and problems from a system wide context and evaluate how changes will impact operations, and how these issues may impact the larger system. This position must have a strong political acumen and will play an important role in building, sustaining, and monitoring existing partnership arrangements for mutual success with various service providers and the supplier community at large.

Required Qualifications:

Master’s degree (or equivalent) with a preference to Master in Business Administration (MBA) or from a clinical/health field. The position also requires a strong financial/business understanding to lead the nature and magnitude of various negotiations and contracts under the portfolio, as well as strong leadership and people management skills. A varied background with strong education and practical experience is required in order to succeed in the role. Strong communication skills, both written and verbal, political acumen, and results-orientation, including the ability to communicate with stakeholders with varied backgrounds and skill sets is required.

Preferred Qualifications:

Experience working in private and public sector environments is a strong asset given the nature of internal and external stakeholders that will be engaged in the performance of the role. Additional education on Supply Chain, Procurement/Contracting, Category Management, Project Management, and professional designations (ie SCMP) is valued. Understanding of Procurement trade legislation is appreciated. Prior experience working in the health service field is a plus.
