The Program Director, Health Hub plays a critical leadership role in advancing clinician-led models that transform how patients access care across the system. Reporting to the Division Chief of Health Hub, this role provides strategic and operational leadership for programs including Clinicians in Dispatch, Secondary Triage, Health Evaluation and Linkage Paramedic (HELP) units, and provincial Interfacility Transport (IFT) strategy and business rules, along with defined clinical and system coordination accountabilities in partnership with the Integrated Operations Centre (IOC). Leading a multidisciplinary team, the Program Director oversees the integration and performance of programs that support appropriate care pathways, improve patient flow, and optimize paramedic resources. This role ensures alignment between clinical intent and real-time system coordination to support effective decision-making and system performance. Working closely with partners across EHS-AB, healthcare providers, and community agencies, the Program Director strengthens system efficiency, reduces unnecessary transports, and improves patient outcomes. Description:
The Program Director, Health Hub provides strategic and operational leadership for province-wide clinical programs that transform how EHS delivers patient care. This role oversees the integration and performance of clinician-led models, including Clinicians in Dispatch, Secondary Triage, Health Evaluation and Linkage Paramedic (HELP) units, and provincial Interfacility Transport (IFT) strategy and business rules, along with defined clinical and system coordination accountabilities in partnership with the Integrated Operations Centre (IOC). These programs ensure patients are connected to the right care, at the right time, through the most appropriate pathway, while maximizing paramedic availability for time-critical events. The Program Director leads the development, implementation, and continuous improvement of innovative care models and system processes that expand EHS’s capacity to meet diverse patient needs. This includes optimizing IFT strategies to enable consistent, efficient, and clinically appropriate patient movement across the system. The role works closely with IOC to align clinical intent with real-time system coordination, supporting effective decision-making, resource balancing, and patient flow. Working in partnership with EHS Operations, Emergency Communications, healthcare partners, and community providers, this role strengthens system-wide efficiency, reduces unnecessary transports, and optimizes resource deployment. This position provides leadership in clinical governance, program design, system integration, and performance oversight to ensure safe, sustainable, and scalable delivery of alternative response, navigation, and transport services. The Program Director plays a critical role in advancing patient-centered care and evolving EMS delivery to ensure the right resource reaches the right patient.

Progressive senior leadership experience in emergency health services, healthcare operations, or a complex health system environment Experience leading multidisciplinary teams in high-demand, dynamic settings Demonstrated experience in program development, implementation, and evaluation, including introducing new models of care Experience working within or alongside emergency communications, dispatch, or patient flow environments Proven ability to lead through change, influence across systems, and deliver results in complex, multi-stakeholder environments
Additional Required Qualifications:
Experience working with community health partners, primary care networks, and social service agencies Experience in clinical governance, quality improvement, and performance measurement frameworks Familiarity with provincial healthcare systems, policy environments, and system integration initiatives
Preferred Qualifications:
Bachelor’s degree in a relevant field such as Health Sciences, Nursing, Paramedicine, Health Administration, or a related discipline Current clinical designation in a regulated health profession (where applicable) Additional education or certification in leadership, quality improvement, or healthcare innovation Experience with clinician-led triage, navigation, or alternative response models (e.g., secondary triage, virtual care, community paramedicine)
