The senior IT/Digital Health leader oversees provincial application teams supporting Human Resources, Staff Scheduling, Workplace Health & Safety, Medical Affairs for AHS and partner organizations. The Director of Provincial Workforce Systems reports to the Executive Director, IT Corporate Services and Centers of Expertise and provides leadership to managers and teams of professionals who are deep subject matter experts responsible for provincial IT services across these areas. The leader ensures effective service delivery, provides direction to teams based on business requests and organizational priorities, and leads large operational IT service initiatives. Strategic direction-setting and proactive engagement with business stakeholders is vital, while guiding effective and stream-lined IT operations. They balance strategic planning with robust industry best-practice IT operations and support. There is direct responsibility for IT service management and support and the future state of Human Resource Management System platforms. This is an opportunity to partner with IT peers to collaborate with the business and enhance provincial corporate applications. It requires excellent communication skills, engaging with senior leaders to develop strong working relationships, navigating complex technical and political situations for organization-wide change. The role is responsible for the hiring and performance management of team members as well as managing, prioritizing, assigning, and monitoring numerous activities and projects across the Provincial Workforce Systems teams and the broader IT Corporate Services and COE portfolio. Description:
This exciting leadership role involves strategic engagement with business leaders on planning and road mapping, while guiding a team of IT management professionals to ensure high service stability and operational excellence. The Director is responsible for developing and managing the portfolio’s operating and capital budgets, as well as monitoring and reporting on IT application service performance. Key responsibilities include hiring and performance management, prioritizing and overseeing multiple projects and activities across the Provincial Workforce Systems teams and the broader IT Corporate Services and Centers of Expertise (COE) portfolio. The role provides leadership to support team development and embrace organizational change, fostering sustainable growth in people, processes, and technology aligned with strategic goals. The Director works closely with HR Shared Services to design, build, test, and implement new or enhanced Human Capital Management (HCM) systems functionality, including PeopleSoft, the Recruitment Management System, e-Records and the Workforce Management System. The role also ensures service quality, operational efficiency, business continuity, disaster recovery planning, service-level management, and compliance with privacy and security standards. As part of the IT/Digital Health leadership team, the Director models AHS values and promotes results-oriented collaboration across teams. Responsibilities also include budget oversight, fiscally responsible decision-making, and contract management. The role provides senior leadership to IT-enabled projects, including defining project vision, engaging senior stakeholders, participating in steering committees, and managing project budgets and resource allocations.

Post-secondary education in IT, business, healthcare, informatics, leadership, or related field. A minimum of 10 years in IT, informatics, or systems operations, leading large, diverse teams within an organization of significant size, complexity, and diversity. Formal experience managing multiple teams of people. Experience working in large, complex organization with varied workforce and systems. Equivalent combinations of education and experience will be considered.
Additional Required Qualifications:
The successful candidate must have experience in leading concurrent multi-disciplinary, complex initiatives. Effective communication skills, both verbal and written, are necessary. Must exhibit characteristics of servant leadership, encouraging the growth and development of the team. Must be an independent decision maker for diverse, complex issues and be able to assess risk/impact of such decisions. Must have advanced problem solving, critical thinking and analytical skills including being able to facilitate and influence issue resolution of a variety of problems. Must be adept at working in a fast-paced challenging matrixed and union environment and able to handle multiple assignments/projects concurrently. Strong organizational skills are required. Experience in the design and support of an enterprise HCM Systems and ERPs is highly desirable. Demonstrated experience aligning IT strategies with business priorities. Strong track record of service delivery, innovation, and process improvement in IT operations.
Preferred Qualifications:
10+ years in formal leadership with deep HRIS and healthcare experience. Skilled in enterprise HCM/ERP design and support. Trained in Organizational Change Management and leadership. Knowledgeable in IT operations best practices (ITIL, COBIT), project management, and change management (e.g., Prosci). Experience with enterprise HCM systems and ERPs is a strong asset.
